An interesting image.....and It all depends on one's perspective....examining the natural processes of decomposition and recycling of nature can be fascinating, and it is certainly critical to the ongoing cycles of life. In fact dead and decomposing trees often support more life than when they are alive. Debris and litter that people have thoughtlessly discarded is another issue, and is presumably what the sign is referring to. In looking at this image in the larger view, I didn't see any human caused litter although it may be there.....the most unnatural object I noted was the sign itself! Thanks for sharing.

Description
Although the sign reads Enjoy The Lakes Do Not Litter the water is littered with dead trees and debris and not suitable for enjoyment. It is a graveyard.
